She holds a NBCT certificate which should supercede any state level certificate because it's much harder to attain. The fail rate on NBCT candidates was upwards of 70% last I checked so only the strongest survive.

Why did the school put her in a grade she's not certified to teach?

She was moved to 5th grade at the school by the principal after a teacher resigned. The principal moved this teacher up from 2nd grade. Add to that the fact they screwed up her paycheck and she didn't receive her first paycheck this school year until 10/23.
