If the return address for your application for entry to the US is a US address, does that help or hurt your chances?

That's not how it works. She came here as a tourist, which usually gives you 6 months. Once those 6 months are up, she became illegal (undocumented) alien.
She can apply for citizenship all she wants, which doesn't make her legal. Although, you can't just apply for citizenship without having a green card first.
So yeah, she is totally deportable.

For federal income tax, non citizens can get a tax ID number. IRS just wants their money and doesn't really care about citizenship status. There is no state income tax in Texas. Everyone has to pay sales taxes. If the parents own a home, they are paying property taxes, if they are renting they are not just like any other renter non-citizen or not.

State law in Texas doesn't support your worldview when it comes to undocumented students. Universities in Texas care about residency. Basically as long as they graduated from a Texas HS and have been here for the last 3 years, they will be in-state students. We care about merit and being a good student. IDGAF about citizenship status. There was a second student who came out who will be going to a public university in Texas. Many public universities throughout the US has these policies and private schools can do what they want. Also, performance in school is strictly merit. Can someone do the work or not? Citizenship means nothing in relation to academic ability.

If it makes you feel any better, they have no access to federal financial aid programs.

She then applied for residence and a green card.
She then applied for citizenship.
You're not even considered for citizenship unless you're a resident for more than 5 years. 7 years is pretty normal.
As long as you're in the process of getting your citizenship, your permit keeps getting extended.
She is not illegal and she is not deportable, she's just a lying sack of dumbass shit.

This is from plenty of friends that have gone through the same process.

Unless something changed, you can't get a student visa for high school.
If she has an American relative that petitioned for her mom (she is included until she is 21), they can hide until it becomes current but they have to go to their home country to complete the process. The penalty for overstaying the visitor visa is 10 years outside of the USA. BTW, once she is 21, she'll have to apply separately (again) and wait 10 more years.

She'll probably be looking for a nice American man to marry quickly so she can become legal. Marrying an American citizen erases all the illegal problems (no fine, no time outside US).
She is for a rude awakening when they go to Mexico and they tell her: "here is your green card, now you have to wait 10 years to go back"
 
She and her family have admitted to applying for residence, so whatever steps take you to that point have already been met. My friend had to wait 10 years to get his citizenship approved. If she doesn't have a green card or a student visa then she can kiss that Texas scholarship she brags about bye bye.
