Defensive line question

Why does it seem our defensive line only bull rushes on certain plays? Other times it looks like they’re playing patty cake with the offensive line. I’ve heard it’s because they are focusing on shutting down the run? But it gives the opposing qb a lot of time if we don’t bull rush!?

I watched games all day and every TOP team bull rushes on every down!

Do we not have the talent, speed or strength to do that or is it part of our scheme?

Probably to get hands up and take away the short pass over middle. I’d like some blitzes from LBs or Dbs every so often.
