There's probably some fee homeowners have to pay if they rent out their house or even a room in their house (think AirBnB). They probably had a homeowner or two not pay the fee and turned the garage into livable space, so logically if everyone opens their garage they'll know who those people are or they'll hit them with a fine to get their money. HOAs are terrible.

This is exactly what California solutions are all about. I would love to hear who and what "residents" were doing and sleeping in that garage.
