In a country that had a mask mandate, a strong contact tracing program, and mandatory quarantines, they are still experiencing a significant upswing in infections. From the WaPo

"Germany has similarly witnessed a rapid deterioration of its virus response, after being praised in the first wave of the pandemic. The country’s contact-tracing program, paired with mandatory quarantines, had been held up as a model of how to contain outbreaks. Now German health authorities are unable to identify where 75 percent of new infections come from. "

Also, Germany is talking about giving $12 billion to prop up businesses during the month long lockdown. Which really just shows the difference in scale between Germany and the US.

Finally, Macron makes some statements about a balance between business and human life being invalid, that human life is more important. What he's ignoring is that lockdowns have an adverse effect on human life as well and it is actually quite significant. Sounds great in a soundbite though.

I can practically guarantee you that their first wave response wasn't quite as good as it was reported to be. Hospitals aren't reimbursed for treatment in the same way as they are in the US, so there were probably quite a few cases that didn't get entered into the system. That whole NAZI thing affected how independent their medical system is from the government.
