My HOA is demanding I do or face legal action. I didn't take the first 3 letters seriously.

With some water and a scrub brush. It takes about a week. You've got to scrub them clean.

The ph change from urine will clean them right up. Set up convenient ladder and take care of business.

In reality, hand sprayer with strong bleach water mix does pretty good. put it on and leave it a while and if possible use hose with a spray nozzle on the end to rinse them down. make sure to spray with hose from high side of shingles so you don't pressure separate the tabs from the shingles below. It may take a couple of cleanings to get it, but it isn't that hard.

Get a cheap pump sprayer from home depot or lowes. Then mix some water and bleach. Go up on the room and spray it on.
Get your hands on TSP to mix in with it. I don't know what the law is in FL, but they removed it from shelves here in GA (hippies), but you can order it on Amazon. Bleach will kill and hide the surface algae that's causing the discolor, the TSP will knock the colony out. They'll eventually come back, because they're everywhere, but it will take much longer than with bleach alone.

EDIT: Make sure you actually get TSP and not some "TSP alternative". Check the active ingredients and make sure it's 75%+ Trisodium Phosphate.
