UCF doesn’t have the money to make staff changes right now.
I think you are more right than most realize. Gus knows a lot of people from his time in the SEC, but there are sparsely few coaches on his UCF staff from SEC programs.
Gus makes $2.3 million per year, which is more than most regular people will make in their lifetimes, but peanuts in today's college football coaching market. The truth is Gus and UCF cannot afford to pay better coaches.
Gus's staff at UCF includes an unemployed-for-a-season former SEC/Big10 coach (Hand), a high school coach (Blackmon), a former DC in name only at an SEC school (Gibbs), a fired SEC position coach from his own staff at Auburn (TWill), a fired Troy coach (Lindsay), a volunteer assistant coach at the time of his hire (Ingram), etc.
I think it is a solid staff, but to your point, UCF does not have the money to pay coaches.
If TWill leaves, UCF needs to take out a loan to hire Jeremy Pruitt as DC. He is a sorry POS human being who Gus would never associate with, but he could retool the Knights defensive roster in one season.
He won national championships as a DC at Florida State and at uat and was elite at Georgia as a DC while there. He is currently an NFL analyst for the Giants and is the best available college DC in the nation.

Jimmy Lake is another real piece of work human being who could change the Knights' fortunes on defense.
These guys won't be available forever at pennies on the dollar.
