He continued to receive student loans even though he dropped out of the business courses after just 1 year and had enough money to fly to/from Libyia multiple times, plus was able to rent not one, not two but 3 different apartments in Manchester area and transferred 2,500 to his younger brother in Libyia just days before the attack, plus he called him 15 mins before detonating the bomb that kid 22 at the concert.
