A man that kills a pregnant woman, a cop and causes the death of another deserves all the compassion in the world. They should have emptied their magazines on him when he walked out the door with two guns in his hands.
If you don't want to get your ass kicked by the cops and lose an eye, you shouldn't shoot another cop or your pregger GF.

By the statement from John Mina - he came out of the front door holding two guns (as pictured above) and was ordered to throw them to the ground - which he did. He was then ordered to the ground and he started crawling towards the road. He was told to stop and he did not. He refused the orders of officers trying to apprehend him. You can see him crawling on the ground in the helicopter video.
From LEO's perspective, quite plausible that he could have been wearing an IED on his front intended to be disguised by crawling, with the idea of taking a bunch of cops out en route to martyrdom glory
When he refused to stop crawling, they really could have unleashed a hailstorm of bullets. Incredible that they only disabled him and did not shoot to kill
