I've seen that. Basically open call to rob anyone with no consequences.

If somebody wants your phone or wallet, or tries to take your car, just let them.

Yeah, this sounds like something that a civilized country would tolerate after paying 50% of your earnings to the government for the services that are supposed to protect you.

Yep. Confirmed with 7 more shootings yesterday. And the shootings predominantly terrorize black communities.
