I don't really get what the issue is? The evaluators aren't watching/studying every play of every player all year long. Especially for a player like Perriman who is not in a big time conference, etc. It's impossible to do. The more film that is studied... the more information is obtained. And rational people are going to change their opinions based on the introduction of new information.
Players like Perriman aren't going to get evaluated in depth until after the season...

Not sure what you mean? Isn't Kiper's main job to evaluate draft talent thoroughout the year. The guy is a fraud. An entertainer.
I like Perriman, but everyone is getting caught up in the "fools gold" non-FAT forty. Good luck banking your franchise on that. Brashad isn't exactly Jerry Rice, Randy Moss or Tim Brown. That's the caliber receiver that you're looking for with such a high pick for a WR
I'm not going to sit here and say Kiper is the greatest and all knowing. Hes ok, nothing amazing, and certainly not the best in his industry. However, I also don't think you have realistic expectations in regards to player evaluations or 1st round picks.
First, regarding Kiper's job to evaluate talent throughout the year. Yes, it is. However, I don't think you realize how time consuming it is to watch hours of film PER PLAYER of every possible draft eligible prospect during the season as it is going on. There aren't enough hours just to watch all the college games every week, let alone watch each one over and over as you go through and study each player's performance of every game. Simply isn't possible. So, he's going to be starting with some of the bigger names and bigger schools. He's not going to start off with AAC schools. Plus, Perriman is a junior. There was no way of even knowing if he was going to declare. So, you're going to go through and do in depth evaluations of every possible player that could possibly be draft eligible during the season, week to week? No way. Literally impossible. People aren't going to scour through hours of film on a junior until you know they're going to declare for the draft. Its at that point people like Kiper are going to start seriously evaluating Perriman.
As far as taking a 1st round pick WR... you literally listed 3 of the greatest WR's of all time. Not even HoF level... but the greatest of all time. That's not a realistic expectation for any draft prospect, regardless of position. Pro Bowler? Sure, that's fair. HoFer, let alone top 5 greatest of all time? That's not the requirement or expectation of any draft pick.
Lastly, as far as Perriman... he was being mocked in the 1st round well before his 40 yard dash. Kiper had him going #15 overall back in mid-February, over a month before his Pro Day or any workout. Greg Cosell also was talking about him as a 1st round pick in February. Perriman has everything you look for in a WR at the next level. Size, speed, burst, agility. He is good at high pointing the ball, and shields defenders well with his body. He also attacks the football with his hands, not body catching. And he is very good at tracking the ball and adjusting to it, and has a big catch radius. All the tools, plus coming from a coaching staff and program that is known to prepare players well, and having an NFL pedigree from his dad... hes absolutely what you look for in a high pick. I hope the Fins take him at 14... but unfortunately he may not make it there.
You can knock Kiper if you don't think hes that good of an evaluator. I will say that a lot of his "evaluations/rankings.mocks" are actually influenced by what he's hearing from NFL scouts... rather than being based solely his own opinion/evaluation. So in that regard, I would say he is partially fraudulent. But the fact that Kiper has him that high only further proves that plenty of NFL scouts are sharing his opinion on Perriman.
