Sorry, but Carter and Clinton really f'd this situation up. Even those from the Clinton administration had to recently admit that even they knew the DPRK hadn't stopped working on the bomb by 1999.
Now in the Clinton administration's defense, Carter negotiated that agreement without their approval. And the fallout of turning down the agreement would have been politically untenable.
But still ... everyone agreed by 2006 that the 1994 agreement has been and always will be the original catalyst for this getting worse. It was not the creation of W. All the "Axis of Evil" speech did was cause the DPRK to start to do it in the open.
The 2-party agreement was the problem in the first place, and that was exposed by the 6-party agreement, everyone else who clearly had the same issues as the US after 1994. Anyone who says otherwise is ignoring what every other nation in the 6-party talks said, quite publicly, and are pushing total BS.
And it is definitely not the creation of Trump. In fact, for years everyone has known China has been the key to getting the DPRK to fall in-line. China is 90% of their trade. And they won't change things. In fact, one might argue they want otherwise.
There are no good options right now ... other than to pressure China.
If the US appeases further, it will entice Iran further.
And if the US does nothing, then it will tell every nation that nukes are the way.
People need to stop blaming W. and Trump for this. Trump is just trying things that no one else had tried, but definite have been suggested many times before. No one knows if pressuring China is going to work or not.
But clearly Tillerson is respected by both the Chinese and Russians, although you'll never hear that in the US media.
