Its not racist to have a black baby on your lap...
But it could be inappropriate if whatever they were talking about was dealing with race and that "friends nephew" was a prop to say basically, "look at me even though I am white I know black people."
Its hard to judge the situation without knowing if the dude was using a black baby as a prop. I see no reason the baby would be on his lap otherwise but maybe he puts his friends nephews on his lap for all school board meetings. Who knows.

Your stance is that this dude had a friends nephew on his lap during an education council zoom meeting about school integration purely by coincidence? I dont know about you but I tend to keep my children away from my important business video calls. Seems weird to discuss school integration and race issues with them present, let alone on your lap. Unless theres a reason you would want a black baby in the frame, you know, like if you want everyone to see him.
