I love Cocoa Beach but that decision is still insane.
Cocoa isn’t Cocoa Beach. They are separated by Merrit Island and two rivers/inter coastal water ways. There is no good reason to visit Cocoa unless you need meth, are searching for a kidnapped child or want to see one of the filming locations of the 1993 movie Matinee starring John Goodman.
Cocoa Beach had a mandate, Brevard county never did. I wear a mask when inside public buildings, otherwise I do not. But I never was required to wear one unless on Cocoa Beach which had it. I never even knew Cocoa had one, but if they did it was not enforced.
Florida has the worse deaths per million than Italy and you're not even close to slowing down. At the end of this Florida will be worse than any country on earth.

New cases in florida are down 70 to 75%, and deaths are way down as well. That is doing well considering we have pretty much opened up. NY has 3 times the # of deaths with a smaller population, and that is mostly on the Idiot Governor's head. They are way down in cases now, but are still mostly in shut down mode.

Ok. They are a week away. They are gaining 35 deaths per million each week and the 2 in front of them are gaining 10 deaths per million each week. They just opened all the night clubs and they were immediately packed. No state has done worse except the ones that were blindsided by undetected spread early in the year.
