Even in 2016 after 8 years of Obama the economy was growing slowly and still pretty mediocre. The demand today is still way below where it was in Feb 2020. You are thinking too much into it. Gas prices have fluctuated between $2 and $4 a gallon for the better part of 2 decades. Under 4 presidents. We are in a post pandemic bump phase. Prices aren’t any higher now than they were at certain times in 2018 and 2019. 12% in 3 years under trump is 4% per year, with a booming economy. Biden has almost 20% in 2 1/2 months.
That being said 50 to 55 per barrel and gas between $2.35 and $290 is likely the sweet spot where the oil companies can make money with fracking, and the US can produce enough to be energy independent long term, and we export natural gas and oil/gasoline rather than import it.

He got lucky that Russia and OPEC got into a price war and fracking had some miraculous results. Unilaterally ending drilling on federal lands and taking a bunch of other supply-limiting measures domestically is going to have effects that reach far beyond the simple price of a barrel of oil.
