Do you think it's a good idea to tell an enemy ahead of time that you're going to attack them?
An ENEMY??!? What the hell? I coulda swore we were told Russia was our friend now!

If, for some bizarre reason, we now believe that Russia was actually responsible for last year's cyber attack instead of China as our President Trump countered our intel community's conclusion with at the time, then maybe this was meant as a 'shot across the bow' warning that, in the immortal words of Twisted Sister's Dee Snider, "We're not gonna take it anymore."

While yes, Obama claimed that Russia is our friend, no they are not and never has been. That is beside the point though. Why tell your opponent ahead of time that you're going to attack them?

Weird, I wasn't overly impressed by the strength of Obama's response (i.e. sanctions) after Russia occupied Crimea, but I don't recall him saying they were our 'friends.' On the other hand, Mitt Romney, the Republicans 2012 candidate for President made his position crystal clear when he called Russia "America's No. 1 enemy."

But this is old stuff. Where did I ever get the impression that Russia and the US were buds now? Wanna try again? :)

I mentioned it above. It was meant as a very public warning that we're not going to ignore their transgressions anymore.
 
I still want to know how announcing cyber attacks would be smart. Unless trying to publicly look like he is doing something while telling Russia no worries...we aren't taking anything.
He just trying to impress people that he knows what cyber means.

None of that made any sense at all.

You don't publicly announce a warning of an imminent attack unless you want the opposition to be able to prepare for it. Are we going to engage in a cyber attack against Russia? Was this a shot across the bow that is ultimately an empty threat? I can't see any way possible that this gives us a strategic advantage over an adversary.

I put this on the level of the Bush administration going to the UN to ask for permission to invade Iraq, but maybe a step down from that.

Now, we've basically given every country in the world permission to commit cyber attacks on Russia because we have already taken responsibility for them. Why wouldn't China go ahead and hack their electrical grid and shut the thing down? What ability do we have at this point to claim innocence since we already said we are going to hack them?

In case you might not know...Russia probably already knows the United States was going to retaliate. This in a way is better..They will be wondering when its coming. It also let's others know we will probably attack other countries as well. No harm in letting them know. They pretty much knew it was going to happen. Putin is a Smart man don't think he was not prepared for this. China Russia Iran and North Korea were sent a message. Those countries already knew this Cyber War was coming. They will prepare as will the United States. Biden is basically Flexing. Like when Trump called Syria to announce he was bombing it

Are you seriously comparing an announcement of impending cyber warfare to telling a country to get their troops out of the way because we are going to bomb that countries opposition?
