Only the most poorly educated and narrow minded people would see this as being the worst possible thing in the world. When it comes down to it, the virus will continue to mutate and change the longer it has hosts vulnerable to infection no matter where in the world those populations area.

Right now while vaccines are still effective against existing stains of the virus is the best time to aggressively deploy those vaccines. All the R&D has been done already through help with operation warp speed. If a new strain emerges that is unresponsive to the current vaccines then all that time energy and resources spent on R&D dramatically diminishes in usefulness.
 
Why does the US have to borrow money to vaccinate the world? China that created the lab virus is "selling" their vaccine. We got played again.
Because the United States is King of the Hill in terms of global geopolitics and as King of the Hill, projecting dominance over potential rivals means being the one that foots the bill. Part of that means projecting soft power like giving free vaccines to less endowed nations since even if directly it costs the US upfront, indirectly, it's a net benefit in the long run because the status of the US as King of the Hill largely depends on continued economic productivity and nothing kills continued economic activity better than more disruptions from a resurgence of the virus that we currently have the tools and ability to get under control.

For countries like China, by charging other countries for inferior vaccines their power projection is weaker because why would you want to pay the Chinese if you could be buddy buddy with King of the Hill and get a superior vaccine for free? What the Chinese don't have that the US does is backing by the FED to borrow dollars at next to zero interest. That's why the Chinese can't give away vaccines for free like we can but that's a totally different discussion that I have no expertise to contribute anything meaningful to so I'll leave it at that.

You can't make this up. How about freaking China donate money for creating the China virus in a lab?
If Biden is in reality buying 3.5 billion of vaccines to pass out around the world. So in reality he is forcing all American taxpayers to hand them out. This is ok, because it isn't like the government is already in debt up to its eyeballs.

This is the most profitable pharmaceutical in history.
Why would anyone put R&D into a live, attenuated vaccine with far more risk and liability, especially when annual boosters will be required?

BTW ... mRNA will be around even if we do have live, attenuated vaccines. New variants of SARS-CoV-2 will pop up, and we'll want IgG-predominate boosters for them. But we need live, attenuated vaccines to significantly reduce the spread, because mRNA does not for a respiratory virus.

Defense-in-depth, it's not a new concept.
