Rutgers is hosting Div I-AA Norfolk State (RU seems to always schedule some not-so-good historical black college programs) and a way to get fans inside the stands, Rutgers will give $1,000 to 100 fans that are inside the stadium if the team returns their first kickoff return for a TD.
