OT: Duke Hoop Coaches & Administrators cover up multiple sexual assaults?

Interesting story coming out of the Chronicle (then covered by deadspin) on allegations of 2 sexual assaults by Duke Hoop Player Rasheed Sulaimon, who was dismissed from the team on Jan 29, 2015.

Did Duke Coaches/Administrators cover up this alleged assault for more than a year?

Did Duke violate Title IX laws and regulations for failure to report, even if the alleged victims didn't want to file charges?
