Smart move...with the key factor: Players can't sign with agents.

Under the proposal, which was a coordinated effort by the NCAA, the National Association of Basketball Coaches and the NBA, underclassmen would be allowed to attend the Chicago pre-draft combine in May, get evaluated by team personnel and given a true reading on their draft status. The players would then be able to decide if they wanted to stay in the draft or return to school. They couldn't sign with an agent, though.
Footnote: Interesting NCAA early entrant NBA Draft Stat:
Since the NBA set the 19 year old age limit back in 2006, about 33% of those that leave college early do not get drafted in either of the 2 rounds of the NBA draft and are ineligible to go back to college...while another 20% get drafted in the 2nd round and are long shots to make a NBA squad for multiple years.
Good news is almost 50% are selected in the First Round and receive guaranteed multi-year Rookie deals...but even some of them never are around to get their 2nd NBA Contract.
