I have no clue, but I’m assuming BAD.
Does this mean that Pac met with ESPN/Fox for negotiations and didn’t accept whatever offer they provided?
I’m assuming the networks low balled them because they know they have no leverage. If the PAC accepted a low ball offer, it would show exactly how devalued that conference is and PAC teams would be looking to jump ship immediately.

Its bad for the PAC. Who will pay them when they have no idea who is staying?
They couldn't come to a deal with the only ones really with power (olde power of cord days, not yet there in the reality of many/most--- streaming). what are they left with Bein, or whatever al-Jazerra's sports network is called? Or maybe, they can get a streamer to over pay by millions? May be wrong, but it looks like yet another half step to the end of PAC.
Perhaps this gives a slightly turning green light for the Big XII commissioner to go proactive? Maybe more will be actively listening this time?
Amazon is into paying big bucks for content. Maybe they'll pay. They're west coast and probably think west coast football matters 
Amazon might pay a premium but they aren't going to give them what they obviously think they should be getting if both ESPN and Fox didn't agree to anything.
Maybe that's why the commish postponed his UCF trip. 😝
