If I'm right, when a team goes after another team's practice squad player, the current team has the first right of refusal by promoting said player to the active roster. So Hall was killing it, but there was just no space for him on the Bucs active roster. So off he went.

That's correct. Here's a good link about the rules of practice squad players (eligibility/waivers/etc)
 
Unfortunately the Bucs already promoted 2 undrafted rookie wide receivers to the active roster this year, so I think that essentially "blocked" Hall for a little while since they probably didn't want that many rookies out there at once. Probably should've given Hall the nod over undrafted rookie Dontae Dye, who had a brutal drop late in the 4th quarter to essentially seal the loss last week.

It's a bit unlucky in that the Browns active roster looks quite crowded at WR (9 active wideouts compared to the Bucs' 5 active wideouts including a banged up Vincent Jackson), but hopefully Speedy has the fresh legs and can get some real minutes up there.
