There was a lot of pressure on Pelosi to pass something. The mess was caused by the decrease in tax revenue due to the covid.

Heavy handed authoritarianism for about 3 years followed by a total economic collapse. Several states would begin ignoring the federal government and possibly secede. Then a return to free markets, isolationism, and federalism.
