Both of my kids could read by eighteen months. I was able to stop reading to them by a year and a half(well, I still have to read most of their French literature to them, ugh!) Maybe the point of that piece is to tell people that if you don't have a baby genius, then give up and quit trying. Vocational training can start at two and kids can get to work by five.
