As the murder rate rises, the number of arrests drop another 24% to less than half the arrests made in the year before Rahm took over. The vilification of the police force (somewhat earned by a rogue tactical unit but taken far beyond anything warranted) has caused a reluctance to engage in community policing. The city politicians gain votes going after officers whether they are following policy or not. Even democrat aldermen are starting to lament the lack of proactive policing. Should be interesting in the next couple of years.
