Transfer Portal Windows To Be Proposed

I've mentioned this in other threads but this isn't unexpected and likely will pass in the near future. I believe this to be a positive step for getting the Wild West of the NCAAF landscape under control:

College football coaches will propose transfer portal windows to help with roster management

The two windows will come after the regular season and during the spring
