They also sent it out over the Emergency Broadcast System -- e.g., broadcast TV. I don't think people realize this was always planned, and they were looking for metrics on how phones line up to broadcast TV, given so many are streaming now. Even the W. administration, as well as the Obama administration, had predicted that 'changeover' in the future.

But everything is a conspiracy like Trump is Hitler.
