You can point to Biden's "goal" but anyone who's been paying attention would note that he's been underselling since he's been in office. Herculean efforts were made to get a vaccine - test it - certify it - and distribute it Yet despite the advance warning it was coming, Trump Administration was caught flat-footed with no plan.
