It may be an issue where they had already breeched behind them and all they were protecting was 20 feet. It appears the terrorist had already breeched the compound.

Self preservation. The handful of officers weren’t going to stop hundreds descending on them through force. Total failure in the leadership to not have enough officers to quell the threat.
