What is the best way to fund government spending

There's basically 3 options:

1. Taxation

2. Print money

3. Sell treasuries

Just take the level of spending out of the equation because that's a separate issue or just assume it's so low that it's a non-issue. Which of those 3 options is the most preferable in your opinion?

You missed regulatory fees.
 
Those are taxes
Explicitly not. Taxes require representation, regulatory charges do not, per se, and are levied towards a particular service rather than the general fund. But for purposes of this discussion, sure. They both cause friction to the economy.
