Would there ever be a scenario where a conference champion doesn't get a bid because of a ranking? if you win your conference, regardless of ranking, you should be in (just like the NCAA bball tourney)

I dunno. There's a big difference between a 64-team bball field and 12 or 14 for football.

There are 3x more basketball teams than football 24 football teams would be comparable. Basically top 25 would be in playoff. That would be pretty cool.

Top 25 would be fair, but all that would do is make those who make the decisions work extra hard in justifying keeping a 4 loss SEC ranked and an undefeated Marshall unranked.

The efforts would be more around making sure a small school is not hosting a playoff game. Would expect some interesting rankings with the 12 team, someone is going to get stuck travelling to a school like Wisconsin in late December.
