I thought for sure they called a PI on the defense, I mean in the video the ref throws the flag right to the spot where they made contact, but maybe I'm wrong.

They did call Defensive PI, but it was declined since he caught it. Then of course there was the facemask which was legit. The officiating was bad on both sides.

By rule I get the Texas hit was targeting, but it is one of those bad targeting rules where it happens so fast its hard to see how the defender can avoid it unless they pull up and not try to tackle because the offensive player may turn around at just the right moment. There is most likely why they picked up the flag, even though by rule they shouldn't have.
