I agree and disagree. We should bring in the best of the best. But we also have trouble filling miserable hard work type jobs.
Citizens don't want to be roofers, lawn maintenance, farm workers, etc., and those jobs need to get done.
Now some of these can be filled with a guest worker program, though that brings it's own set of problems.
