What is so incredibly transparent about Trump's strategy is when things go bad in a state, it's on the Governor and when the citizens of a state applaud their Governor's handling of the crisis, "it wouldn't have happened without him."

In most cases, yes. Although he did praise some governors responses independently of Federal help. Florida, Washington State, etc

I'm curious what your reaction would be if it was the Republican states leading covid numbers by far? Liberal states account for high numbers in the United States.

Liberal states that all need a bailout. New Yorks numbers need to really be scrutinized before this is all said and done. If the numbers are real and it was a failure of state government that led to it, they shouldn't get a dime.
