Wait, there can be multiple valedictorians?
Oviedo High had a 'top 10' that severely undercut people who were #1 in their class. I know, my best man was #1 in his class (Oviedo '90, year before mine), 4.0 throughout high school, but that simple lack of declaration and it kept him from some Ivy League offers. He ended up going with a full ride from UCF.
 
I’ve heard certain school districts are now making rules that all GPAs may not be calculated after the hundredths place. So mathematically a 4.349 is the same as a 4.341. I think there was a local Orlando school with 7 Valedictorians. They just don’t understand how math works...decimals matter!
 
Below average school if valedictorian doesn’t go ivy or other top schools

Or they want to take advantage of Bright Future’s and the scholarship money that the in state schools throw at them to stay in state. Our Valedictorian and another one of my top students are both going to UCF. Bright Futures and like $12,000/year each from UCF, they’ll basically be paid to go to school and they can use leftovers for grad school.
