Marine Biology in Florida

I have a friend in VA looking to send his daughter to college and she's looking into Marine Biology. Without prejudice, does anyone have any recommendations regarding colleges in Florida? I've heard good things about FAU and Miami. Both seem like a slam dunk until taking into account the tuition differences, but I'm not sure how much cheaper out of state tuition would be when comparing to private universities. Thoughts?
 
My sister is at UWF for marine biology. She couldn't get into Gainesville, thank god, I guess they're pretty high ranked for some reason. That's like Montana being known for marine biology. She's a sophmore and still in gen ed so I have no idea about what actually goes on. She loves it up there though. I figure you should be pretty close to warm water for that type of degree though... Idk.
 
UNC-Wilmington has a good program, does that help? Got my MBA there, awesome town.
 
There is always the George Costanza school for Marine Biology.*
