Stealing a police car isn't hard if you don't care what happens to you. Police don't lock their cars every time they get out of them. You would just have to wait until an officer gets out on a call and jump in. Back in the day, assuming that you didn't kill anyone, the police would give you a pretty good thrashing when they caught you and charge you with the obvious thing or they won't charge you if you're a juvenile but your mom and dad would make you pay forever. That's obviously not acceptable today so they have all kinds of ways that they can enhance the GTA charge and they will charge you for everything they can under the sun to make it hurt more.
Details are kind of sketchy at this point, but apparently the deputy had pulled him over after a chase. Somehow the guy scared off several cops and took the k9 unit.
