I'm sure Gus has brought up this rule in off-season meetings with the conf and he was rightfully upset...as sometimes TCU had 30 secs to make a sub and their players were NOT going (or coming) on the field "promptly".
There have been multiple games over thr last 2 years when a head ref called a penalty on a D for abusing this rule.
