Noticed this a couple weeks ago. Each coach bio has map with detailed information on their recruiting territories. They've also assigned a coach to every state. Now, I don't think UCF is going to visit every high school in South Dakota (that's Travis Fisher's state), but in the event there is a prospect from there that warrants following up with, there's already coach lined up.
For an example, this is what it has for Keegan Kennedy:
"Coach Kennedy is responsible for recruiting the Tampa area in Florida down the coast line through Collier County (Charlotte, Collier, Hillsborough, Lee, Manatee, Pasco, Pinellas and Sarasota County). Other areas include: Dallas (Texas), Arizona, Colorado, Minnesota, Utah and Wisconsin."
