Why?
Unlike Bush, Unlike Obama, and Unlike Trump, Biden understands Congress. Our three previous Presidents didn't particularly like Congress -- and Congress didn't particularly like them. On the other hand, in his heart of hearts, Joe Biden has always been a Senator and has always loved the Senate. While they are on opposite sides of the aisle, McConnell and Biden have a long-standing relationship and, I believe, can, and will, successfully cut some deals (such as one for a much-needed infrastructure deal) for the good of the country.
