Sounds like somebody had a loudspeaker and warned people in the area 10 minutes ahead of time. Target was possibly the AT&T building.
Sounds to me that the target was the police. I heard there was a 911 call about 'shots fired' prior to the explosion meaning the plan was to pull in as many law enforcement officers into the area as possible before blowing up the RV.
Did CNN tell you to like groups that want to kill cops?

If that was the goal, having a recorded megaphone message blaring from the RV that a bomb is about to go off is probably not the best way to achieve it.
A bomb goes off in a major American City. I don't know about you, but it feels to me like the kind of thing we'd expect our President to address since it feels "terrorist-y".
