No they are not. I heard what he said, yes he was talking about the comedian's remark and followed it up with his own remark about all Trump supporters.
Biden said the only garbage out there are trump supporters, and followed that up with a swipe at Trump. Sorry dude I saw the comment and have read the transcript. He said what he said.
