Non-x86 Windows is dying, publicly, no denials, no more marketing, no more faux portability, all while Microsoft is putting more and more on Android for mobiles, Linux for infrastructure and ... gasp, select user devices.
If it ain't a PC, including consoles that are a PC (Xbox One series), development is now dead, and updates in the 2020s will never happen, if it runs Windows.
How far Microsoft will go into other platforms will be interesting. But Azure and other divisions have their strategies, and they won't use Windows if it isn't the best option, or not portable for their needs.
