I don't think that graph shows what you think it shows:
White: 61% of pop, 59% of vaccinated
Black: 12% of pop, 9% of vaccinated
Hispanic: 17% of pop, 16% of vaccinated.
I wouldn't call a 1-3% gap a significant variation.

It does look like blacks and Hispanics are following the stereotype and are just late to the party (% of people who initiated vaxx in the last 14 days)

3% under the average is pretty big. They are usually liberal, but you know that. Extra 3% would have the entire 65+ age group vaccinated in Florida.

The groups not getting vaccinated are those under 25 at high rates. Who cares? They have a 99+% chance of survival.

It’s 3% of 12%. So 0.36% of the overall vax percentage.
