Lawyers help me out here....Why are player contracts "unenforceable"?

I'm struggling to understand the legal reasoning for why college player contracts aren't enforceable.

Excerpt from Scott Frost's press conference....

"The downside is, contracts don't matter. Kid's saying they're going to come don't mater. It's a free-for-all. At least in the NFL, when someone signs a one, two or three-year contract, they're your player for one, two or three years. Just the volatility of this and the ability to to have things change and have kids change their mind, it's just a revolving door."

Legal experts help me out here....why don't player contracts matter?

Is it because there is no collective bargaining or union representation? Are player contracts considered unenforceable personal services contracts? What differentiates college player contracts from enforceable professional athlete contracts?
