I'm in a mask mandate now, so I'm wearing one but I place it below my mouth. I figure that I'm wearing one, which is the mandate but the mandate doesn't say how I have to wear it. Maybe tomorrow I'll go into the bank with a ski mask on and see what happens.

It's both. The test is too sensitive to get an accurate measure of whether a person is infectious. Since we are including people that test positive and never become symptomatic the testing is proving that the virus is not that big of a deal.
