So let me see if I have this straight: Trump threatens Mexico with a tariff and all of a sudden their president mysteriously comes up with 10,000 troops out of her back pocket to guard the southern border? When they refused to do that for the last four years? Am I understanding this correctly?

That's not what remotely happened. Donald negotiated for stuff that was already happening, or at least could have been done without the tariffs like it had in the past, just so he could take credit for it and all the clapping seals would be like "art of the deal", "brilliant negotiator" etc etc.

Trump got what he wanted. To look like he won something. Whether Mexico actually cleans their room or just sweeps the stuff behind the door remains to be seen. Trump isn’t going to enact the tariffs (too painful to economy at home) so it’s funny to see Mexico “cave” to his demands by offering up the identical number of troops that they have previously when the US pressured them.
