I think he is talking about warhawks who never went to war, but certainly not a great way to put it.
The MAGA crowd goes bonkers with righteous indignation when Biden criticized Trump's Madison Square Garden comedian supporter because of the ackward way he says it. Trump does the same thing when talking about 'warhawk' Liz Cheney in front of a firing squad---and its crickets.
