China is centralized/controlled to not care about pollution. They could become the greenest in the world but they choose not to because it would sink their economy due to the resulting increase in production cost.
In a Market economy, corporations will do whatever they can to reduce production costs, even going to the bare minimum of environmental regulation. If environmental regulation didn't exist, the result is the cheapest method of production being used which has the highest impact on the environment.
Same result due to the same reason, competitiveness and ultimately profit. Both have the ability to go green in an instant but can't since it would be a death wish. The only real way is for a multilateral agreement where the bar is raised across the board.
