Since it looks like Republicans held the senate and gained seats in the House, what are the expectations for Biden? Will there be partisan agreement on his legislative proposals? Will he use executive fiat to move his agenda forward?

Well its starting to look like the question that needs to be answered is "what now?" What will a Biden presidency look like?
On climate change probably.
On student loan debt maybe.
On a caravan of migrants? No

Big tax hike, big spending hike to go along with it. National mandated lockdowns. Executive stop order of all fracking. Dependence on ME oil. Giving back the gains made with China. Re-entry into the climate change accords. Reinstatement of huge amounts of Obama era regulations. Etc.
Mask mandate is possible, because the evidence suggests that if Americans weren’t so damn stubborn about the mask thing, our numbers would be quite a bit lower. I agree that Biden won’t push for a lockdown, but we need to continue to enforce limited capacities in various establishments and events

A mask mandate would be nothing more than a political play. It can't be enforced and they wouldn't even try it unless they had confidence that a vaccine was no more than a couple of weeks out. Just game the thing out: mask mandate. 2 months later cases are still climbing. Politically that would be devastating. To do so they would have to have a lot of faith that masks are extremely effective, which I dont think they have enough faith in.

Biden would do some hardcore lockdown for 2 weeks, then lift restrictions quoting numbers that anyone paying attention already knew, claim he fixed the Covid problem in short time when the reality is he the left no longer needed the guise of "mUh PaNdEmIc" to fabricate mail-in ballots.
No Biden will not order lockdown unless hospitals need it. He will ask for masks and implement other ideas. He knows lockdown are needed only Where Hospitals need it. He will expand testing though.

Also 2.5 trillion spendings on infrastructure. 2 trilllion on renewable resources. All together 6.5 trillion. Under Trump's plans, we already spent over 3 trillion. Everything must come from the United States.All these benefits the economy. within 10 years This is all payed for. If Supreme Court tears down Obamacare They may consider Bernie 14 dollars a week health plan.

No .. the purpose of lockdown has always been to allow Hospitals enough time to have enough room to care for patients. Correct Biden cant stop it. It needs to be contained and monitored better.
It also can slow the virus a lot more than masks are. Basically, in the United States, you get it and live, die, have your own strict lockdown/social distancing (Shucky) and live a miserable existence, or wait for a vaccine

Hell even Doctors disagree on masks. Scientific studies disagree on masks. I can not speak for other areas, but compliance here is pretty good. I walk into most public buildings, even the ones not requiring mask, and 80+% are wearing them. yet #s are rising almost everywhere.
My expectation is about 40% of people will like the direction he moves the country in. 40% won't like it, and 20% are too stupid to decide one way or the other.
Policy wise, not much will change.
But, we will no longer have a blowhard pissing off a huge segment of the population, making us the laughing stock of the world, and bumbling his way through situation after situation.
